In a move to bolster its infrastructure and address growing regulatory scrutiny in Europe, TikTok is planning a €1 billion investment to establish its first data center in Finland; according to exclusive information from Reuters.

The initiative aligns with the company’s broader goal of enhancing data sovereignty by housing European user data within the region.

The project is part of Project Clover, TikTok’s long-term data security strategy launched in 2023, which outlines a €12 billion investment in European tech infrastructure over the next decade.

A TikTok spokesperson confirmed the development in a statement to Finnish newspaper Helsingin Sanomat, stating that the Finnish facility will contribute to the company’s ongoing commitment to strengthening security and compliance across the continent.

This upcoming data center will add to TikTok’s existing European infrastructure in Ireland and Norway and is intended to support the platform’s growing user base in the region, which now exceeds 175 million users.
