SoftBank Expands Southeast Asia Data Center Strategy With Regional Infrastructure Partnership

SoftBank has taken another step in expanding its artificial intelligence infrastructure ambitions by backing a new regional data center initiative across Southeast Asia. Its Singapore-based subsidiary, SB Telecom Singapore, has signed a Memorandum of Understanding (MoU) with SC Zeus, the data center platform of SC Capital Partners, and Malaysian high-performance computing specialist Robust HPC. The collaboration is designed to combine infrastructure development, digital connectivity, and GPU computing capabilities under one partnership. Although the agreement remains non-binding, it outlines a coordinated approach toward serving one of the world’s fastest-growing digital infrastructure markets.

The companies intend to develop data center projects across Malaysia, Thailand, Indonesia, and Vietnam, countries that continue to attract investment from hyperscalers, cloud providers, and AI infrastructure operators. Demand across these markets has accelerated as enterprises deploy larger AI workloads while governments encourage digital transformation through supportive infrastructure policies. The partners also indicated that the collaboration could eventually expand beyond these four markets into the broader Southeast Asian region. However, they did not disclose the number of planned facilities, individual capacities, investment values, or expected construction timelines.

Partners Divide Responsibilities Across Infrastructure And AI Deployment

Rather than creating overlapping capabilities, the partnership assigns distinct operational responsibilities to each participant. SB Telecom Singapore will oversee data hall fit-outs, ICT infrastructure integration, deployment support, and network connectivity, positioning itself at the center of digital infrastructure delivery. SC Zeus will serve as the preferred infrastructure development partner, managing land acquisition, facility design, construction, and long-term operations. Robust HPC, meanwhile, will lead procurement and deployment of GPU clusters that are expected to power AI-focused computing environments within the facilities.

This structure reflects a growing trend across the data center industry, where developers increasingly assemble specialized partners instead of vertically integrating every aspect of a project. AI-ready facilities now require expertise that spans civil engineering, networking, electrical infrastructure, and advanced computing hardware deployment. Consequently, partnerships that combine these competencies have become increasingly common as operators race to deliver infrastructure capable of supporting next-generation AI workloads. The agreement positions each company within its area of specialization while reducing execution complexity.

Southeast Asia Continues To Attract AI Infrastructure Investment

The planned expansion arrives as Southeast Asia experiences sustained momentum in digital infrastructure investment. Malaysia and Thailand have emerged as major destinations for hyperscale development, while Indonesia and Vietnam continue expanding cloud capacity to support rising enterprise demand and digital services. Regional governments have also introduced initiatives aimed at attracting technology investment through land availability, renewable energy development, and improved connectivity. These factors continue to strengthen Southeast Asia’s position as one of the fastest-growing global data center markets.

The partnership does not yet establish legally binding construction commitments because an MoU serves as a preliminary framework for future collaboration. Nevertheless, such agreements often allow companies to coordinate planning activities before moving toward definitive commercial contracts. For infrastructure developers, this stage provides an opportunity to align project strategies, evaluate potential sites, and define technical responsibilities ahead of formal investments. The announcement therefore signals strategic intent rather than confirmed development milestones.

SoftBank Expands Beyond Investment Into Physical AI Infrastructure

The latest agreement fits within SoftBank’s broader strategy of building the infrastructure required to support the AI economy. While the Japanese investment giant remains widely recognized for backing leading artificial intelligence companies, it has steadily expanded into the physical assets supporting AI deployment. The company is among the investors supporting Stargate, the large-scale data center initiative led by OpenAI and Oracle. It has also introduced a GPU cloud business in Japan, launched an energy storage venture, explored listing its U.S. power subsidiary, and examined creating a robotics business focused on data center construction.

These initiatives demonstrate that SoftBank increasingly views computing infrastructure, power systems, and AI services as interconnected investment opportunities rather than separate markets. Access to reliable compute capacity has become a competitive advantage as organizations deploy increasingly sophisticated AI models. Data centers, energy infrastructure, and GPU availability now form the foundation of that strategy. The Southeast Asian partnership extends this approach into one of the industry’s most active expansion regions.

Regional Partners Bring Established Infrastructure Experience

SC Zeus entered the market in 2021 as the dedicated data center platform of Asia-Pacific real estate investment firm SC Capital Partners. Since its launch, the company has established a regional footprint spanning Japan, South Korea, Thailand, Singapore, and Taiwan. That presence provides experience in developing and operating digital infrastructure across multiple regulatory environments throughout Asia. Its role within the partnership centers on translating regional market knowledge into new infrastructure projects.

Robust HPC complements the alliance through its specialization in high-performance computing systems. Founded in 2010 and led by Tecsun and Ensun Yeep, the Malaysian technology consulting firm focuses on GPU infrastructure and enterprise computing deployments. According to the company, it currently holds 60MW in authorized power supply permits, with 3MW having entered operation last year. Those capabilities position Robust HPC to support AI compute deployment as regional demand for GPU capacity continues to accelerate.

The Broader Perspective

This agreement highlights how the competitive landscape for AI infrastructure is shifting beyond capital investment toward execution partnerships. Rather than building every capability internally, major technology investors increasingly rely on specialist operators that can accelerate deployment across land acquisition, construction, networking, and GPU integration. Southeast Asia offers an attractive environment for this model because infrastructure demand continues to outpace available AI-ready capacity. If the partnership advances into binding development agreements, it could strengthen the region’s position as a critical hub for AI infrastructure serving both local enterprises and international cloud providers.
