Terranova has begun construction on Campus Campinas, a major hyperscale development outside São Paulo that puts Brazil at the center of its Latin American expansion strategy. The first phase will anchor the project around a 300-megawatt substation, with the initial power infrastructure scheduled to come online in December 2027. Terranova expects the site eventually to support up to 1 gigawatt, giving the company room to scale the campus alongside demand from cloud and artificial-intelligence workloads. The project marks the clearest step yet in Actis’s effort to establish a regional data-center platform built around large-scale digital infrastructure.
The initial construction investment will exceed $500 million, or about 2.6 billion Brazilian reais, while further capital will flow into later implementation stages through 2029. The broader Campinas development will occupy roughly 944,000 square meters, although only about 115,000 square meters will become built-up space. Terranova plans to preserve or transfer much of the remaining land as green areas or municipal property, alongside infrastructure that includes public roads and water and wastewater treatment facilities. That land strategy gives the campus a larger physical footprint without turning the entire site into conventional data-center construction.
Power Capacity Defines the Campus Strategy
The power architecture is central to Terranova’s proposition because access to electricity increasingly determines where hyperscale and AI infrastructure can expand. The company has secured 300 MW of grid capacity for the Campinas site, while the planned substation leaves a path toward a potential 1 GW buildout. The first phase is expected to provide 216 MW of IT capacity, with reserved areas that could ultimately raise that figure to 386 MW. This distinction between electrical capacity and IT load matters as operators design campuses for increasingly power-intensive AI systems. The campus also reflects the cooling requirements of high-density computing, using liquid cooling with a closed-loop water system intended to reduce water consumption. Terranova’s approach links the physical design of the campus to the demands of AI infrastructure, where higher rack densities can push conventional cooling systems toward their limits.
Actis Builds a Regional Hyperscale Platform
Terranova is not treating Campinas as an isolated Brazilian project. Actis launched the company in December 2025 with plans to invest $1.5 billion over three years across Brazil, Mexico and Chile, while evaluating additional markets for future campuses. The investment platform had already identified strategic locations where land and power could support as much as 1 GW of future capacity across the region. Campinas therefore serves as both an operating project and an early test of a broader strategy to pair secured power with hyperscale-ready land. The campus arrives as Brazil attracts growing attention from investors seeking capacity for AI and cloud computing, with Campinas emerging as an important location within São Paulo state’s technology ecosystem.
Terranova’s broader plan places Brazilian development alongside projects in Mexico and Chile, creating a multi-market platform rather than a single-country operator. Its decision to combine substantial power reserves with liquid cooling and a large expansion envelope suggests the company is planning around the infrastructure requirements of future AI workloads, not merely today’s demand. The December 2027 target will now provide the first major benchmark for whether that strategy can translate into operating capacity at the scale the company has outlined.
