Odisha has cleared a massive new investment pipeline that places data centers, artificial intelligence and advanced technology alongside the state’s traditional industrial engines. The High Level Clearance Authority approved 27 projects worth ₹2,47,115.70 crore across 15 districts, with the proposals carrying potential employment of 50,162 jobs. The scale matters because the approvals do more than add individual projects; they point toward an industrial strategy in which digital infrastructure becomes a major anchor for future capacity.

The 46th HLCA meeting, chaired by Chief Minister Mohan Charan Majhi, covered data centers and AI alongside power, renewable energy, steel, semiconductors, green hydrogen, healthcare, chemicals, textiles, shipbuilding and advanced manufacturing. Four projects spanning IT, IT-enabled services and data centers account for approximately ₹1,42,941 crore, making the technology segment the largest component of the approved investment pipeline. That concentration gives Odisha’s digital push a different character from a collection of isolated technology facilities because the proposed infrastructure now sits within a much larger industrial expansion.

Data centers take the largest investment share

High Density Datacentre Ltd has proposed the largest single project, with a ₹1,04,550 crore integrated data center planned for Khurda. The project carries potential employment of 1,000 positions and represents more than half of the investment assigned to the four-project data center and IT segment. Such a proposal would place unusually large digital capacity within Odisha’s emerging technology infrastructure pipeline and could create demand across construction, electrical systems, networking, cooling and supporting industrial services.

HCL Technologies is also expanding the proposed digital footprint in Khurda with an AI-optimized data center valued at ₹14,257 crore. The project has potential employment of 385 people and adds a major enterprise technology operator to the state’s approved infrastructure pipeline. The significance extends beyond the facility itself because AI-oriented infrastructure requires a different operating profile from conventional enterprise computing, particularly as high-density workloads place greater demands on power delivery, thermal management and resilient connectivity.

Sentraforge AI Ltd plans another major technology development in Puri, combining an AI data center with a Global Capability Centre through a proposed ₹22,634 crore investment. The project carries potential employment of 2,320 positions, giving it a larger workforce component than the other major data center proposals. Its combination of compute infrastructure and capability-center operations also suggests that Odisha’s digital ambitions are not limited to hosting physical servers, but extend toward building business and technology functions around them.

RKD Construction Private Ltd has received approval for a ₹1,500 crore data center project in Cuttack, with potential employment of 220 people. Together, the four projects create a geographically distributed technology pipeline spanning Khurda, Puri and Cuttack rather than concentrating every proposed digital investment in a single location.

Power becomes the second infrastructure pillar

The data center expansion arrives alongside a major power investment pipeline, which is critical for any state seeking to support energy-intensive computing at scale. Four power and renewable-energy projects approved through the HLCA involve a combined ₹54,287.70 crore, including NLC India projects in Deogarh and Angul and pumped-storage developments in Rayagada and Koraput. NLC India’s proposals include a 3,200 MW thermal power plant in Deogarh and a 1,080 MW facility in Angul, with combined investment exceeding ₹46,000 crore.

That pairing of digital infrastructure and power generation is strategically important because large AI facilities cannot scale independently of the electricity systems around them. Data center economics increasingly depend on available capacity, transmission access, redundancy and the ability to add load without destabilizing operations. Odisha’s current approval pipeline therefore links compute expansion with a broader build-out of industrial power infrastructure rather than treating electricity as a separate development issue.

Semiconductors add another layer to Odisha’s technology push

Odisha is also moving beyond data center capacity into the hardware supply chain. SICSEM plans to establish a ₹2,078 crore manufacturing facility in Khurda focused on silicon carbide wafers and gallium nitride, with the project carrying potential employment of 1,200 jobs. Those materials have relevance across power electronics and advanced semiconductor applications, giving the approval a different strategic dimension from conventional industrial manufacturing.

The semiconductor proposal sits alongside investments in green-energy equipment and advanced fabrication, broadening the industrial ecosystem surrounding the technology push. Larsen & Toubro has approvals for a ₹5,000 crore green-energy equipment manufacturing unit and a ₹2,100 crore advanced fabrication and manufacturing complex in Ganjam, along with a ₹1,000 crore shipbuilding and ship-repair complex. The combined pipeline suggests an attempt to build supporting manufacturing capacity alongside digital infrastructure rather than relying entirely on imported equipment and external industrial clusters.

Green energy and industrial projects widen the pipeline

The broader approval round also includes a ₹3,000 crore facility in Kendrapada covering green hydrogen, green ammonia, green methanol and sustainable aviation fuel. Aare Solar has received approval for a ₹1,050 crore advanced LFP battery energy-storage-system assembly plant in Nuapada. These projects add energy-transition infrastructure to the same investment cycle that includes data centers and semiconductor manufacturing.

Traditional industries remain central to the package, showing that Odisha is not replacing its established industrial base with technology projects. Rungta Mines and Shakambhari Ispat & Power together account for ₹14,000 crore in steel investments in Sundargarh, while Tata Steel has approval for a ₹3,329 crore iron-ore grinding unit and slurry pipeline in Jajpur. Grasim Industries, textile manufacturing and tyre manufacturing also feature in the wider project pipeline, extending the investment footprint into chemicals, apparel and automotive components.

Odisha’s digital buildout is becoming an industrial strategy

The approved projects collectively show how the economics of AI infrastructure are pulling multiple industrial categories into the same development cycle. Data centers require power, electrical equipment, cooling systems, construction capacity, high-speed connectivity and increasingly specialized hardware, while semiconductor and advanced-manufacturing projects can create additional links into that ecosystem. The Odisha approvals place these requirements alongside energy, steel and industrial manufacturing investments across 15 districts, creating a broader infrastructure story than data center construction alone.

The numbers also reveal where the center of gravity currently sits: technology projects account for roughly ₹1.43 lakh crore of the ₹2.47 lakh crore total investment pipeline. The state’s proposals therefore put digital infrastructure at the front of a much larger industrial expansion, with power and manufacturing providing the physical foundation underneath it.
