Astra Cybercity plans to invest $3 billion to develop a next-generation data center and technology campus in Ratnagiri, Maharashtra, marking a major proposed expansion of sovereign AI infrastructure in the state. The project could create up to 10,000 direct and indirect jobs while connecting large-scale computing capacity with a broader technology ecosystem across the Konkan region. Astra Cybercity and the Government of Maharashtra formalized their partnership through a Memorandum of Understanding at the launch of Invest Maharashtra in Mumbai on Oct. 1, 2026. Chief Minister Devendra Fadnavis, Deputy Chief Minister Sunetra Pawar, Industries Minister Uday Samant, Ministers Jaykumar Rawal and Mangal Prabhat Lodha, Principal Secretary Dr. P. Anbalagan, World One Enterprises Founder and Chairman Siddhartha Srivastava and Tata Group’s Noel Tata attended the event.
The agreement establishes a framework for a long-term partnership focused on sovereign-grade data centers, high-performance AI computing and a technology campus that follows international energy-efficiency and sustainability standards. The project brings Maharashtra’s industrial and financial strength into a growing effort to develop domestic digital infrastructure beyond India’s established technology corridors. Astra Cybercity’s strategy also reflects a broader shift in AI infrastructure planning, as access to compute, power, cooling and deployment speed increasingly determines how quickly regional ecosystems can scale. As a result, the Ratnagiri development could become an important test of whether large AI infrastructure projects can combine regional economic development with sovereign computing ambitions.
HYPERCUBE Brings Modular AI Compute
The first phase will deploy HYPERCUBE, a modular data center platform incorporating NVIDIA GB300 Blackwell Ultra and next-generation Vera Rubin GPUs. The company says HYPERCUBE units can reach operational status in as little as six months, compared with the two to three years typically required to build a conventional data center with comparable capacity. Its factory-integrated modules arrive prepared for power, cooling and network connections, allowing operators to add capacity incrementally rather than committing to an entire build years ahead of demand. Astra Cybercity said the technology will enter India at scale for the first time, potentially allowing its initial sovereign AI compute capacity to become operational during the project’s first year.
The modular approach gives the Ratnagiri project a different infrastructure profile from a conventional hyperscale development, where construction schedules can constrain the timing of available compute. HYPERCUBE allows capacity deployment to track demand more closely while the wider technology campus develops in parallel. That model could prove particularly relevant as AI workloads continue to expand faster than conventional data center construction cycles. It also gives Astra Cybercity a mechanism to establish computing capacity before the full city-scale development reaches completion.

Navi Mumbai Deployment Comes First
Quantum AI Connect Cloud Services L.L.C., the Abu Dhabi company behind HYPERCUBE and its HYPERQ personal and departmental AI systems, has appointed World One as its India partner. World One and Quantum AI plan to deploy a HYPERCUBE near Navi Mumbai’s Innovation City immediately, creating an earlier deployment pathway while the larger Ratnagiri project moves through development stages. The Ratnagiri development will proceed in phases, with Maharashtra’s Industries Department and the Maharashtra Industrial Development Corporation coordinating site work and regulatory approvals. The companies will announce further information on the project schedule, partners and first-phase construction later.
Maharashtra’s established industrial base and policy push toward technology investment form a central part of Astra Cybercity’s rationale for choosing the state. The project aims to establish a sovereign-grade AI data center and technology campus that will combine large-scale computing, renewable-energy-led operations and high-skill employment across the Konkan region. Mumbai-based World One Enterprises Pvt. Ltd. promotes the development, while Quantum AI Connect provides the modular AI infrastructure partnership. Meanwhile, the project’s next milestone will translate the MoU and initial HYPERCUBE deployment into construction, approvals and operating capacity.
