Taiwan’s Chunghwa Telecom is establishing a stronger foothold in Latin America as it extends its enterprise technology business beyond its long-standing North American operations. The telecommunications operator has established Chunghwa Telecom Global, Guatemala in Guatemala City, creating a regional base for ICT and cybersecurity services. The move gives the company a platform to pursue government and enterprise contracts across Central and South America while supporting Taiwanese businesses entering the region. It also places digital infrastructure at the center of a broader commercial push linking Taiwan’s technology ecosystem with Latin America and the Caribbean.
Guatemala Becomes Chunghwa Telecom’s Regional Base
Chunghwa Telecom Global, Guatemala was established on Oct. 1, with the company positioning the operation as a gateway for regional technology services. Guatemala’s location between North and Latin America, along with rising investment in digital transformation, influenced the company’s decision to establish its regional presence there. The new subsidiary will provide ICT and cybersecurity capabilities to governments and businesses while supporting digital infrastructure initiatives within Guatemala. For Chunghwa Telecom, the strategy extends beyond connectivity and creates a broader enterprise-services footprint in markets where digital modernization is accelerating.
The Guatemala operation builds on Chunghwa Telecom Global’s more than two decades of activity in the US. That business already provides connectivity, data center, mobility, 5G private network and systems integration services, giving the company an established portfolio to take into new markets. The operator now intends to apply those capabilities across Latin America and the Caribbean, with Taiwanese companies among its target customers. Local governments and enterprises will also form a key part of the customer base as demand grows for secure connectivity, private networks and integrated digital systems.
Data Center Project Adds Strategic Weight
The expansion comes alongside a separate Taiwan-Guatemala agreement focused on strengthening Guatemala’s public-sector digital resilience. Taiwan and Guatemala signed an agreement to support a resilient backup data center project for Guatemala’s Ministry of Public Finance, connecting Chunghwa Telecom’s regional expansion with a specific government infrastructure initiative. Taiwan’s ambassador to Guatemala, Vivia Chang, and Chunghwa Telecom International Business Branch Vice President Pai Ming-cheng signed the agreement. The project gives the company an opportunity to participate directly in infrastructure designed to improve continuity for critical government systems.
For Chunghwa Telecom, the significance of the move extends beyond establishing another overseas subsidiary. The company can use Guatemala as an operating point for regional ICT delivery while building relationships with governments and enterprises that need secure and resilient digital infrastructure. In addition, the expansion aligns commercial objectives with Taiwan’s broader cooperation with Guatemala and other diplomatic partners. That combination could give Chunghwa Telecom a stronger route into projects where cybersecurity, connectivity and infrastructure resilience increasingly converge.
Chunghwa Telecom Targets Regional Digital Demand
Chunghwa Telecom Chairman Alex Chien said the Guatemala operation would allow the company to provide integrated ICT and cybersecurity services to governments and enterprises across the region. The company’s strategy also reflects the changing requirements of Taiwanese businesses expanding overseas. Rather than relying solely on international connectivity, those companies increasingly require local technology support, secure networks and infrastructure services that can operate across different markets. Chunghwa Telecom’s existing capabilities in data centers, mobility, 5G private networks and systems integration give it several entry points into that demand. The Guatemala subsidiary therefore serves as both a customer-facing operation and a potential regional delivery hub.
The company said the expansion would also support Taiwan’s cooperation with Guatemala and other diplomatic allies, while helping Taiwanese businesses pursue opportunities in Latin American markets. That creates a dual commercial and infrastructure role for the new operation as Chunghwa Telecom seeks growth outside its established markets. Guatemala’s position gives the operator a base from which it can pursue opportunities across a wider geographic footprint rather than treating each market as an isolated expansion. The move ultimately places Chunghwa Telecom closer to the digital infrastructure projects shaping Latin America’s next phase of enterprise technology investment.
