Europe’s Telecom Giants Weigh Joint Bid for Satellite Spectrum

Europe’s four largest telecommunications operators are exploring a joint bid for future Mobile Satellite Services spectrum allocation, opening a new front in the continent’s push to secure control over critical connectivity infrastructure. Deutsche Telekom, Orange, Telefónica and Vodafone signed a Letter of Intent, announced Oct. 19, to assess the possibility of coordinating their approach to satellite spectrum and direct-to-device (D2D) services. The initiative seeks to combine their existing mobile network capabilities with satellite connectivity while keeping essential infrastructure and governance within Europe. The agreement marks an exploratory step rather than a confirmed spectrum bid or a commitment to build a satellite constellation.

The proposed partnership reflects a wider European effort to strengthen digital sovereignty as satellite networks become increasingly important to mobile coverage, communications resilience and strategic infrastructure. It also places the operators in a stronger potential position to compete with Elon Musk’s Starlink, whose satellite network has helped establish direct-to-device connectivity as an emerging market. Reports in recent weeks had already indicated that the four companies were discussing a consortium to pursue satellite spectrum and introduce direct-to-mobile services across Europe. Their Letter of Intent now provides a formal basis for exploring the next steps.

Open Access and Competition Shape the Proposed Model

The operators say their proposed joint bid would “ensure responsible European governance of key space infrastructure,” while allowing all mobile network operators to access the resulting services on open and non-discriminatory terms. The arrangement aims to prevent satellite connectivity from becoming a closed market controlled by a limited number of network providers. Instead, participating infrastructure would support a broader range of mobile operators seeking to extend their services through satellite networks. That approach could help preserve competition while giving consumers more options as D2D technology develops.

“These services would be offered through a model designed to foster competition, reduce market fragmentation and expand consumer choice across Europe,” said the telcos. “By combining the operators’ extensive customer reach, network capabilities and operational expertise, the initiative could accelerate market deployment, enable efficient use of spectrum and facilitate the seamless integration of satellite connectivity into existing mobile networks.”

The commercial opportunity extends beyond adding satellite coverage to conventional mobile networks. A shared approach could reduce fragmentation across national markets and provide a more coordinated route for introducing satellite-enabled services to customers. However, the initiative’s ultimate impact will depend on spectrum allocation, the selection of a satellite partner and the practical terms governing access for mobile operators. The companies have not yet announced a final investment structure or a confirmed deployment timetable.

European Infrastructure Without Direct Satellite Investment

The four operators intend to establish ground network infrastructure in Europe, alongside critical coordination and monitoring functions, as part of the proposed arrangement. They do not plan to invest directly in building a satellite constellation under this model. Instead, a satellite partner, which the companies have yet to select, would provide the constellation needed to deliver connectivity from space. This division of responsibilities would allow the telecom groups to concentrate on terrestrial integration, network operations and service delivery while relying on a specialist partner for satellite infrastructure.

The proposed model also preserves flexibility around existing commercial relationships. The operators stressed that their joint effort would not affect any satellite partnerships they already maintain, allowing the initiative to develop alongside their current arrangements. That distinction could prove important as telecom companies assess multiple approaches to satellite connectivity without abandoning existing investments or agreements. The Letter of Intent therefore signals a coordinated exploration of new infrastructure rather than an immediate consolidation of their satellite strategies.

Coverage and Network Resilience Drive the Initiative

The operators have identified underserved areas, public network resilience and the protection of critical communications as central objectives. Satellite connectivity could complement terrestrial mobile networks where conventional infrastructure struggles to deliver reliable coverage, while providing an additional communications pathway during disruptions. The initiative also seeks to support the development of a European satellite constellation through a model that combines European operational capabilities with a yet-to-be-selected satellite provider. These goals align the commercial opportunity with the region’s broader priorities around secure, resilient and strategically governed communications.

The next challenge lies in turning the agreement into an actionable spectrum strategy. The companies must establish how a potential joint bid would work, identify a satellite partner and determine how the proposed infrastructure would serve mobile operators across different European markets. Spectrum access and the eventual operating model will shape whether the initiative can deliver a competitive alternative in the growing direct-to-device market. For Europe, the effort represents an attempt to influence the architecture and governance of satellite-enabled connectivity before the market becomes more firmly established.
