Ascenty Gets Green Light for 150MW Campinas Data Center

Ascenty has cleared an important regulatory hurdle for a major new data center in Campinas, São Paulo, after Brazil’s national grid operator, ONS, issued a permanent access opinion for the project. The decision gives the project a defined route into Brazil’s high-voltage transmission system, but it also exposes the dependency at the center of the development. The 150MW facility cannot move from grid approval to commercial operation on its own timetable because its connection depends on a separate transmission project that has not yet reached the tender stage. That condition turns the Campinas development into a test of how quickly Brazil can align private digital infrastructure investment with public electricity infrastructure. The issue extends beyond one facility because AI-driven data center expansion increasingly forces operators, utilities and regulators to coordinate power infrastructure years before workloads arrive.

The grid connection comes with a condition

ONS has authorized the Campinas project to connect at the 500kV busbar of the Campinas substation, which Axia Energia owns. Ascenty plans to establish the connection through a new 500kV transmission line of about 2 kilometers, linking the existing Campinas substation with a new substation that Ascenty will build. The project targets January 2029 for the connection, when the facility expects to require 150MW. From January 2030, the project’s reported demand rises to 288MW, creating a significantly larger long-term requirement for the regional transmission system. ONS found that the data center itself would not create a grid overload as a standalone new load, removing one potential technical obstacle to the development. The more difficult question concerns existing voltage conditions across the surrounding transmission network and the infrastructure needed to manage the additional demand.

The Turning point of Campinas

The regional constraint did not originate with Ascenty’s development. ONS already expects voltage-quality problems on part of the 440kV network linking the Salto, Cabreúva and Bom Jardim substations, as well as along a 500kV corridor connecting Fernão Dias, Campinas and Itatiba. Ascenty’s additional load would worsen those conditions, making the project dependent on a broader grid solution rather than only its own connection infrastructure. That solution centers on the planned Santana 500/345kV substation, which appears in the first release of Brazil’s 2025 electricity transmission concessions plan, known as Potee. The government has yet to tender the substation, leaving a critical piece of infrastructure required by the Campinas project outside the operator’s direct control. ONS has consequently tied the project’s connection to the start-up of Santana, making the private data center part of a larger transmission timetable.

The transmission system usage contract, or CUST, signed by ONS, the relevant grid concessionaires and Ascenty also carries the condition. The agreement lists the 150MW contracted for 2029 as conditional, reinforcing Santana’s practical importance rather than leaving the requirement as a technical observation in the access opinion. For Ascenty, the distinction matters because an access opinion does not mean every dependency required for energization has reached completion. The project still must satisfy financial, regulatory and contractual requirements before it can move through the remaining stages. Ascenty must provide a financial guarantee to ONS, complete the CUST formalization within the applicable regulatory deadline and secure authorization from Brazil’s electricity regulator, Aneel. Axia must also assess the connection’s feasibility and execute the transmission connection contract with Ascenty, while distributor CPFL Paulista must examine whether its own network requires reinforcement because of the new load.

A regulatory change accelerated the decision

The path to the ONS opinion reflects a change in how large electricity-access requests move through Brazil’s regulatory system. Ascenty originally filed its access request with the Ministry of Mines and Energy, MME, in March 2025, before Brazil published a decree in December that year establishing the National Transmission System Access Policy, or Pnast. The new framework removed the need for a ministerial decree in these cases and directed pending requests at the ministry toward ONS for direct decisions. That transition brought 94 processes that had remained pending at the MME into the new ONS framework. Of those processes, 39 later moved into formal ONS proceedings, producing 43 access requests after the subdivision of three original protocols. Ascenty’s Campinas access request subsequently entered the ONS process, following the regulatory transition that moved qualifying requests from the MME framework to direct ONS assessment.

Ascenty is building around a much larger AI bet

The grid applications sit within a broader expansion strategy that Ascenty unveiled in May. The company announced a US$1.2 billion investment package for four new data centers in Brazil, alongside R$900 million already allocated to the launch of SP05 and the construction of SP06 in greater São Paulo. The flagship project is Sumaré 3, which Ascenty describes as the first facility in Latin America designed from the ground up to support large-scale AI workloads. The facility will start with 90MW of capacity and add another 90MW through expansion, while liquid cooling forms part of its design for high-density computing. Construction has commenced, and Ascenty currently schedules initial delivery for the second half of 2027. Ascenty says the four new facilities are fully pre-leased on a long-term basis to global technology companies, with the projects collectively representing 150MW of contracted capacity.

The same investment package includes Vinhedo 3, planned at 90MW, alongside Vinhedo 4 and Vinhedo 5 at 45MW each. Ascenty also plans to expand Vinhedo 2 from 50MW to 80MW, giving the existing campus a larger role in the company’s regional strategy. The company says the broader investment program should add 150MW of contracted capacity within 18 months, representing a substantial acceleration compared with its build-out over the previous 15 years. That acceleration reflects the changing economics of AI infrastructure, where large technology customers increasingly seek facilities capable of supporting high-density computing rather than conventional enterprise workloads alone. The result is a portfolio in which power planning becomes inseparable from facility design, cooling architecture and customer contracting. For Ascenty, the Campinas and Vinhedo grid applications therefore form part of a much wider attempt to position São Paulo’s interior as a strategic platform for the next generation of compute.

Campinas is becoming a power market as much as a data center market

The geography makes the transmission issue particularly important. Campinas has developed into one of Brazil’s largest data center clusters, benefiting from its position within the São Paulo technology economy and its access to network infrastructure and enterprise demand. Recent JLL research puts Campinas at 316MW of operational data center capacity, ahead of the São Paulo and Barueri submarket at 269MW and making Campinas Brazil’s largest individual data center submarket by installed capacity. Brazil had about 706MW of operational data center capacity by the first half of 2026, while 106MW entered the market during the first half and another 134MW was expected by December, according to JLL. JLL identifies São Paulo as Brazil’s most important broader data center hub, with the São Paulo/Barueri and Campinas submarkets together accounting for more than half of the country’s operational capacity.

For developers, the attraction of Campinas now carries an obvious qualification. A location can offer customers, fiber connectivity, industrial land and proximity to major technology markets, yet still face limits if the electricity system cannot accommodate the next wave of demand. The ONS opinion makes that constraint unusually visible because it links the timing of a private development to a public transmission project that remains to be tendered. That dependency introduces a different form of development risk, one that developers cannot resolve simply by accelerating construction at the data center site. Moreover, the rise from 150MW in 2029 to 288MW in 2030 means the long-term requirement will demand more than a successful first connection. It will require a grid that can accommodate sustained growth as the facility moves toward its planned operating scale.

The real test begins after the approval

The Campinas decision therefore represents a qualified green light rather than an unconditional go-ahead. Ascenty has secured a formal path to the transmission network, and ONS has found no other technical barrier that would prevent the project from progressing. Yet the Santana substation remains a decisive dependency, and its tendering, construction and commissioning now sit on the critical path to Ascenty’s planned January 2029 connection. The company must also complete its remaining regulatory and contractual obligations, while Axia and CPFL Paulista work through their respective connection and network assessments. For Brazil’s fast-growing data center industry, the lesson extends beyond Campinas, as transmission access and available power capacity increasingly shape the development of large AI and cloud facilities.
