Verrus has taken another step toward advancing its planned Salem data center campus after submitting a new land-use application that significantly changes the project’s legal and regulatory landscape. The latest filing moves the proposed development away from state-owned property that recently became unavailable after intervention from Oregon Governor Tina Kotek. Instead, the application identifies privately controlled parcels as the location for a substantially larger campus, allowing the proposal to continue through the city’s planning process without relying on the previously disputed land transaction. The revised application reflects a change in the project’s site strategy following the termination of the proposed state land sale, with the development now proceeding on privately owned property identified in the planning documents. Salem officials must now evaluate the application under municipal planning rules rather than the circumstances surrounding the canceled state land sale.

Planning documents submitted to the City of Salem describe a large-scale data center campus comprising two single-story facilities with a combined building footprint of approximately 600,000 square feet. Alderstone LLC filed the application on behalf of Verrus, while company Chief Executive Officer Nelson Abramson appears as the listed applicant within the submission. The proposal identifies three privately owned parcels totaling roughly 100.2 acres under the ownership of Capstone Mill Creek Logistics LLC and Scannell Properties. Public planning records also estimate the project’s valuation at approximately $394 million, reflecting infrastructure ambitions considerably larger than earlier reports associated with the development. The revised site configuration distinguishes the current proposal from previous plans centered on approximately 32 acres of state-owned property at the Mill Creek Corporate Center. Consequently, the latest filing establishes a different legal foundation for evaluating the project as city officials begin reviewing the submitted materials.

Governor’s Decision Altered Original Development Path

The revised filing follows Governor Tina Kotek’s directive ordering the Oregon Department of Administrative Services to terminate the planned sale of state-owned land that Verrus intended to acquire for its original campus proposal. State leaders emphasized that economic development initiatives should align with infrastructure capacity, community priorities, and responsible resource management rather than focus solely on investment potential. Kotek said, “This decision is about my responsibility to make sure state actions reflect Oregon’s values and serve the public interest. I believe in growing Oregon’s economy and welcoming new investment, including in the technology sector. But growth has to make sense for the community, for our infrastructure, and for our natural resources.” After the governor issued that directive, Verrus submitted a planning application that identified privately owned land instead of the state-owned property included in its earlier proposal.

The planning application no longer relies on government-owned parcels, allowing Salem officials to review the proposal independently of the canceled land sale. Because the company selected privately owned land, city officials will evaluate the application through Salem’s established land-use review process and determine whether it meets applicable planning requirements. The revised ownership structure also removes the project’s reliance on the proposed transfer of state-owned property that Governor Kotek directed the Department of Administrative Services to terminate. The filing shows that Verrus advanced the Salem proposal by adopting a different land ownership structure than its earlier plan. Developers across North America increasingly face similar challenges as growing data center demand collides with local planning priorities and political scrutiny.

Timing May Influence Salem’s Moratorium Debate

The application’s timing has attracted considerable attention because Salem City Council members plan to consider a temporary moratorium on additional data center development. Verrus submitted its planning documents before council members planned to debate potential restrictions, raising questions about whether the proposal can continue under existing regulations if city officials determine that the application satisfies procedural requirements. City officials will decide whether the filing qualifies for review before any new restrictions take effect by determining whether the application meets applicable planning standards. Municipal governments frequently rely on filing dates when deciding whether projects qualify for consideration under the regulations in effect when applicants submit their proposals. The proposal can proceed under existing regulations only if the City determines that the planning application is complete before any new policy takes effect.

Public reaction surrounding the project has intensified as residents and local officials continue debating how large-scale digital infrastructure should integrate into the community. According to local reporting, residents voiced concerns during a recent Salem City Council meeting regarding both the proposed development itself and the sequence of events that preceded the formal planning submission. Those discussions indicated frustration that project information entered public conversations before a complete application, architectural presentation, infrastructure strategy, or community benefit package became available for public review. Some council members also questioned the use of a non-disclosure agreement involving the city during earlier stages of engagement, arguing that similar arrangements should not occur in future projects requiring public oversight. The discussions at recent City Council meetings centered on public transparency, community engagement, and the process followed before the formal planning application was submitted.

Company Highlights Resource Efficiency And Economic Benefits

Verrus has maintained that the proposed campus would incorporate technologies designed to reduce operational demands while contributing to Salem’s long-term economy. The company told KATU the data center would be built in a way that uses less water and electricity, and would bring 75 permanent jobs and millions in tax revenue to Salem. Those commitments align with broader industry efforts to demonstrate that next-generation facilities can deliver economic growth while improving efficiency compared with earlier generations of digital infrastructure. Data center developers increasingly emphasize resource optimization, workforce creation, and local tax contributions when presenting projects to municipalities evaluating large capital investments. Even so, communities frequently seek additional information regarding long-term environmental impacts, utility capacity, traffic, emergency services, and neighborhood compatibility before granting approvals. Those considerations remain central as Salem continues evaluating one of its most closely watched development proposals.

The latest planning application follows a significant change in the project’s development path after the proposed acquisition of state-owned land was terminated. Rather than suspend its ambitions following the cancellation of the state land transaction, Verrus redesigned its approach by identifying alternative property ownership structures capable of supporting continued municipal review. The revised proposal places the planned campus on privately owned property while the City of Salem continues evaluating the application through its land-use review process. The outcome of the review will determine whether the proposed campus can continue through Salem’s planning process under applicable city requirements. City officials are simultaneously considering the planning application and a proposed temporary moratorium on future data center development.
