Forecasting GPUs Is Useless. Forecast Where the Bottleneck Will Shift Next

A shipment confirmation can settle a procurement concern without resolving the conditions that determine whether an AI cluster can run.

shifting bottlenecks

A shipment confirmation can settle a procurement concern without resolving the conditions that determine whether an AI cluster can run. GPUs may arrive at the site, servers may pass inspection, and the installation team may prepare the racks, yet the expected deployment date can still move because an upstream electrical component has not arrived or a downstream system cannot accept the load. This situation changes how neocloud operators need to think about capacity planning. Hardware availability remains essential, but it no longer provides a complete picture of deployment readiness. The relevant constraint can move from compute hardware to electrical distribution, network connectivity, construction materials, cooling infrastructure, water authorization, or specialist labor as the project advances. Planning therefore needs to follow the changing dependencies that convert purchased equipment into usable computing capacity, rather than treating GPU procurement as a reliable proxy for operational readiness.

Building an AI Startup Without Owning GPUs

Not owning GPUs has become the default, deliberate strategy for building an AI company — not a compromise founders accept reluctantly. H100 rental rates fell 64-75% in fifteen months, a dense ecosystem of neoclouds and inference-as-a-service providers now lets startups skip infrastructure entirely, and credit programs can fund a company’s first year before a founder writes a check
