ADB Backs Malaysia’s First Green Data Center Sukuk

Malaysia’s push to become Southeast Asia’s next digital infrastructure powerhouse received a significant boost after the Asian Development Bank (ADB)

Malaysia’s push to become Southeast Asia’s next digital infrastructure powerhouse received a significant boost after the Asian Development Bank (ADB) committed up to MYR300 million (approximately $75.8 million) to the country’s first Islamic bond dedicated to digital infrastructure. The financing will support new data center developments by Sime Darby Property NEV (Holdings) Sdn Bhd, marking a milestone for both Malaysia’s capital markets and sustainable infrastructure funding. Beyond expanding digital capacity, the transaction introduces a new financing model that combines Islamic finance with green investment principles. The move also reflects growing institutional confidence in Malaysia’s long-term role within the regional digital economy.

Investment on Radar

The investment forms part of a broader sukuk wakalah program, an Islamic financing mechanism that channels capital into Shariah-compliant assets through multiple issuances. The issuance represents Malaysia’s first sukuk specifically structured for digital infrastructure while also becoming ADB’s inaugural Islamic finance investment. Capital raised through the program will finance data center construction at Elmina Business Park, Sime Darby Property’s flagship industrial township located around 30 kilometers northwest of Kuala Lumpur. The development expands the township’s role beyond industrial real estate into high-value digital infrastructure serving cloud and technology operators.

The planned facilities have been designed with energy efficiency and environmental performance as core priorities. As a result, the sukuk qualifies as a green financial instrument under internationally recognized sustainable bond standards. That classification aligns infrastructure expansion with environmental objectives while providing institutional investors access to climate-focused digital assets. The transaction illustrates how digital infrastructure financing increasingly intersects with sustainability requirements. “By combining scalable, energy-efficient data centers with green Islamic financing, this project supports Malaysia’s digital transformation and helps ensure the benefits of cloud services and digital platforms reach more people and businesses,” said ADB Director General for Southeast Asia Nianshan Zhang. “This partnership with Sime Darby Property marks a new milestone in strengthening digital infrastructure and deepening our private sector engagement in Malaysia.”

Green Sukuk Creates New Financing Path For Digital Infrastructure

ADB also supported the project through its GSS+ Initiative by helping Sime Darby Property NEV (Holdings) Sdn Bhd establish a green finance framework that enabled the sukuk to qualify as a green issuance. The framework reinforces the company’s strategy of building scalable digital infrastructure while embedding sustainability standards into future capital raising activities. By combining advisory support with direct investment, the development bank expands its role beyond traditional financing. That integrated approach may serve as a reference model for future infrastructure issuances across Southeast Asia.

“As the general partner and manager of the NEV Fund, we are creating an institutional investment platform that enables us to develop high-quality build-to-suit assets required by global technology operators programmatically,” said Sime Darby Property Managing Director and Chief Executive Officer Dato’ Ir.  Mohd Sohimin. “We are the first developer in Malaysia to bridge sukuk financing with an institutional real estate private equity structure, supported by a gold-graded green finance framework that reinforces our commitment to sustainable growth and disciplined capital management.”

The financing also attracted commitments from Maybank Islamic Berhad and OCBC Al-Amin Bank Berhad, strengthening institutional participation in the transaction. The Credit Guarantee & Investment Facility, an ADB trust fund, is providing a partial guarantee to improve credit quality for investors. Alongside its investment commitment, ADB served as the joint sustainability structuring advisor for the issuance. Collectively, these elements create a financing structure that combines risk mitigation, sustainability oversight, and long-term institutional capital.

Digital Infrastructure Becomes Central To ADB’s Regional Investment Agenda

The Malaysian transaction fits within ADB’s wider digital infrastructure strategy across Asia and the Pacific. The multilateral development bank has committed to mobilizing $20 billion by 2035 to support digital corridors, data infrastructure, and artificial intelligence-ready economies throughout the region. Those investments seek to improve digital connectivity while strengthening economic competitiveness through modern infrastructure. Consequently, projects like the Malaysia sukuk provide practical examples of how innovative financing can help scale digital capacity.

The investment also advances ADB’s objective of expanding Islamic finance throughout Southeast Asia while supporting its broader $6 billion initiative to deepen regional capital markets. Islamic financial instruments have traditionally financed sectors such as transportation, energy, and real estate, yet digital infrastructure now joins that list as demand accelerates for cloud computing and AI-ready facilities. The combination of green financing standards with Shariah-compliant investment structures broadens the appeal of infrastructure assets among institutional investors. That evolution could encourage similar financing models across emerging digital economies.

Sime Darby Property NEV (Holdings) Sdn Bhd operates under a private equity real estate fund established by Sime Darby Property to develop digital infrastructure assets. With more than five decades of experience across residential, commercial, and industrial property development, the company has recently expanded into digital infrastructure to capture rising demand from global technology operators. The Elmina Business Park development reflects that strategic diversification as data centers become an increasingly important asset class within industrial real estate portfolios. The ADB-backed sukuk positions both the developer and Malaysia at the intersection of sustainable finance, institutional capital, and next-generation digital infrastructure.
