HCLTech, Sarvam Partner with Odisha for Sovereign AI Infrastructure

India’s sovereign artificial intelligence ambitions are entering a new phase as HCLTech expands beyond enterprise AI services into physical AI infrastructure. The IT services company has signed a strategic agreement with AI startup Sarvam and the Government of Odisha to establish its first artificial intelligence data center inside the upcoming Odisha Sovereign AI Park, reinforcing the country’s efforts to build domestic AI capabilities supported by locally hosted infrastructure. The project represents a planned capital investment of ₹14,257 crore, including financial assistance from the Government of Odisha, making it one of India’s largest announced sovereign AI infrastructure initiatives. Beyond adding computing capacity, the investment reflects a broader strategy to create an integrated AI ecosystem combining foundation models, cloud infrastructure, enterprise AI applications, and domestic innovation under a sovereign framework. The Memorandum of Understanding (MoU) was signed in the presence of Odisha Chief Minister Mohan Charan Majhi, HCLTech Chairperson Roshni Nadar Malhotra, HCLTech CEO & Managing Director C Vijayakumar, and Sarvam Co-Founder Pratyush Kumar.

AI Data Center Anchors Odisha’s Sovereign AI Strategy

The proposed AI data center will serve as the anchor project within the Odisha Sovereign AI Park, positioning the state as an emerging destination for next-generation digital infrastructure. HCLTech will collaborate with Sarvam to combine its enterprise AI capabilities with locally developed foundation models designed to support public-sector and enterprise applications requiring domestic infrastructure. Rather than focusing solely on cloud computing capacity, the project seeks to strengthen India’s sovereign AI ecosystem by enabling organizations to deploy AI workloads while maintaining greater control over data, compliance, and critical digital infrastructure. According to HCLTech’s regulatory filing:v”… Relating to its proposed entry into the full-stack AI market, HCLTech… plans to set up its first AI data center in the upcoming Odisha Sovereign AI Park.  “The AI data center will be established in partnership with Sarvam and the Government of Odisha. The planned capital outlay for the project will be Rs 14,257 crore, including financial assistance from the Government of Odisha. “This investment will boost India’s sovereign AI play and local developer ecosystem by leveraging HCLTech’s full-stack AI capabilities and Sarvam’s foundation models to offer sector-specific AI applications to private and public sector enterprises and address the government’s sovereignty needs.” The initiative aligns with a growing global movement toward sovereign AI infrastructure, where governments increasingly prioritize domestic compute capacity alongside national digital policies.

Global Technology Center Expands Odisha Footprint

Alongside the AI data center, HCLTech has also signed a separate agreement with the Odisha government to establish a Global Technology Center in Bhubaneswar. The new campus will accommodate approximately 5,000 employees and is expected to begin operations by 2028, strengthening HCLTech’s nationwide delivery network while expanding AI-led digital engineering capabilities. The facility will support the development and delivery of AI-enabled digital solutions for global enterprise customers while contributing to Odisha’s ambitions of becoming a major technology and innovation hub. HCLTech currently employs more than 170,000 professionals across India, operating technology campuses in cities including Noida, Bengaluru, Chennai, Hyderabad, Pune, Lucknow, Nagpur, Madurai, Vijayawada, and GIFT City.

Sovereign AI Moves Beyond Software

The announcement also highlights how India’s AI strategy is evolving beyond software development toward building the physical infrastructure required to support long-term AI adoption. Governments worldwide are increasingly investing in sovereign AI ecosystems that combine compute infrastructure, locally developed foundation models, secure cloud platforms, and enterprise deployment capabilities. Rather than relying exclusively on overseas hyperscale infrastructure, countries are seeking greater control over AI platforms that support public services, regulated industries, and national digital priorities. By integrating HCLTech’s enterprise AI expertise with Sarvam’s indigenous AI models, the Odisha project aims to create a full-stack AI platform capable of serving both government agencies and private-sector organizations. Commenting on the initiative, C Vijayakumar, CEO & MD of HCLTech, said, “This is an important milestone in our full-stack AI play and will enable us to serve the large demand for sovereign AI solutions and unlock the scale of our strategic partnership with Sarvam. Odisha offers a progressive policy environment backed by excellent infrastructure, and we look forward to working with them in collaboration with Sarvam.”

India’s AI Infrastructure Investment Accelerates

The Odisha announcement underscores a broader transformation taking place across India’s digital infrastructure landscape. As artificial intelligence adoption accelerates, competitive advantage is increasingly shifting beyond software services toward ownership of AI-ready infrastructure, domestic compute capacity, and sovereign cloud ecosystems. Investments in AI parks, GPU clusters, data centers, and localized foundation models are becoming critical components of national technology strategies. For HCLTech, the Odisha project represents more than a new facility. It marks the company’s entry into sovereign AI infrastructure, positioning the IT major to participate across the full AI value chain—from enterprise applications and foundation models to the physical infrastructure powering next-generation AI workloads. With governments and enterprises placing greater emphasis on data sovereignty, regulatory compliance, and domestic AI capabilities, projects such as the Odisha Sovereign AI Park are expected to play an increasingly important role in shaping India’s long-term AI infrastructure ecosystem.
