Argentina is emerging as a strong contender to host Latin America’s first Stargate project. Fueled by clean energy, the initiative could position the nation as a regional and global hub for artificial intelligence, unlocking new avenues for economic growth and innovation.
The initiative is being spearheaded by Sur Energy, following productive talks in Buenos Aires between President Javier Milei, senior government officials, and an OpenAI delegation led by Chief Global Affairs Officer Chris Lehane. OpenAI and Sur Energy have signed a Letter of Intent (LOI) to explore the development of a large-scale data center project in Argentina.
Under the agreement, Sur Energy will serve as the energy and infrastructure developer, leading the formation of a consortium that includes a cloud infrastructure partner. The company aims to build a data-center ecosystem powered by secure, efficient, and sustainable energy sources. OpenAI has expressed interest in becoming an offtaker for the project.
Argentina is entering the AI era with real momentum. Millions of Argentinians use ChatGPT each week, with adoption more than tripling in the past year and highest among young adults (18–34). Argentina also ranks among the top Latin American countries for developers building on OpenAI’s tools. In addition to developing the infrastructure needed to power AI, OpenAI is discussing opportunities with the Argentinian government to drive AI adoption across Argentina, as part of OpenAI for Countries initiative, starting within the government itself.
