OpenAI is moving forward with plans to develop data centers in Korea alongside Samsung SDS and SK Telecom, as South Korea accelerates efforts to expand its artificial intelligence infrastructure. Construction could begin as early as March, according to government officials, marking a significant step in the country’s AI strategy.

Science Minister Bae Kyung-hoon said during a parliamentary hearing in Seoul that the three companies are preparing to begin construction. Meanwhile, Reuters reported that SK Telecom remains in active discussions with OpenAI regarding a facility in southwestern South Korea. However, the final construction timeline is still under review.

Backed by the Stargate Initiative

The announcement follows confirmation in October 2025 that OpenAI would establish joint ventures with Samsung SDS and SK Telecom. Two data centers with an initial combined capacity of 20 megawatts are expected to be developed.

These projects form part of OpenAI’s Stargate initiative, a broader strategy designed to expand AI infrastructure globally. Through this effort, computing capacity is being scaled to support advanced model training and deployment. At the same time, South Korea’s domestic AI ecosystem is being strengthened.

In addition, the partnerships aim to improve the supply of advanced memory chips, which remain in short supply amid rising AI demand. Closer coordination between cloud providers and semiconductor manufacturers is therefore being prioritized.

South Korea’s Expanding AI Ambitions

OpenAI CEO Sam Altman previously emphasized South Korea’s competitive advantages in artificial intelligence. He cited strong technical talent, world-class infrastructure, and sustained government support. According to Altman, collaboration with Korean partners will help advance the country’s AI ambitions.

South Korea has already demonstrated significant AI adoption. The country ranks second globally in paid ChatGPT users, behind only the United States. Furthermore, the Korea Chamber of Commerce and Industry reports that 56% of Korean workers use AI tools in their jobs.

Large-Scale Infrastructure Plans Underway

Beyond the OpenAI projects, South Korea is also pursuing one of the world’s largest AI data center developments. A separate three-gigawatt facility is being advanced by Fir Hills, part of Stock Farm Road, in partnership with the Jeollanam-do provincial government. If completed as planned, the project is expected to generate billions in annual revenue and create more than 10,000 jobs across energy supply, renewable power, equipment manufacturing, and research sectors.

Taken together, these initiatives reflect a coordinated push to expand AI infrastructure nationwide. As global competition intensifies, strategic partnerships between international AI firms and Korean technology leaders are being strengthened.
