SpaceX and Tesla are putting $16.8 billion behind the first phase of TeraFab, a semiconductor manufacturing project designed to give Elon Musk’s companies greater control over the chips powering their expanding AI ambitions. The facility will rise in Grimes County, Texas, and SpaceX says its eventual footprint will exceed 100 million square feet of manufacturing space. That scale puts TeraFab in a different category from a conventional chip plant, positioning it instead as a vertically integrated manufacturing engine for AI processors, advanced vehicles, robotics and orbital computing. The companies’ larger objective is to close a semiconductor supply gap that they expect to become a constraint on the next stage of their technology businesses.

Musk has described the project in terms that underscore its intended scale rather than simply its manufacturing capacity. In a post on X, he called the facility “the largest and most valuable building on Earth by far,” adding that “TeraFab will be 50 times the size of the Pentagon when complete.” At full development, the project could require substantially more capital than the initial $16.8 billion commitment, with county documents previously estimating $55 billion for initial phases and as much as $119 billion if additional phases proceed. That creates one of the most capital-intensive private semiconductor bets yet proposed, while also tying the economics of the facility directly to Musk’s broader AI and robotics strategy. 

TeraFab Targets Musk’s Compute Bottleneck

The central rationale for TeraFab goes beyond semiconductor manufacturing; it centers on securing enough compute capacity for Musk’s expanding technology portfolio. SpaceX says the combined chip requirements of its operations and Tesla could exceed 1 terawatt of compute, a figure the companies argue far exceeds current global chip supply. “The combined SpaceX and Tesla demand for chips is expected to be in excess of 1 terawatt (TW) of compute, which is significantly larger than the current global supply,” the SpaceX post said. “While we are deeply appreciative of our current chip suppliers, and encourage them to expand production whenever possible, this looming gulf between supply and demand is at the core of TeraFab’s necessity.“

The proposed facility would integrate multiple stages of semiconductor production rather than operate solely as a conventional fabrication plant. Project plans call for a combination of logic, memory, advanced packaging and testing, creating a more unified manufacturing chain. Intel entered the project earlier this year, with Musk saying Tesla planned to use Intel’s 14A manufacturing process for TeraFab. The partnership gives TeraFab an established semiconductor manufacturing partner while giving the Musk companies an unusually large role in shaping their future chip capacity.

From $20 Billion Vision to $119 Billion Buildout

TeraFab has expanded dramatically since Musk first floated the idea in late 2025. He initially presented the concept as a response to a projected shortage of chips for Tesla, arguing that even an optimistic expansion of supplier capacity would not satisfy the company’s long-term requirements. The project then moved toward a formal Texas semiconductor development, with SpaceX, Tesla and Musk’s wider technology ecosystem increasingly connecting chips to vehicles, robotics and orbital computing. By June, county documents had placed the estimated initial investment at $55 billion, with a potential $119 billion total if later phases materialize. 

The latest $16.8 billion figure therefore should be read as an initial commitment rather than a ceiling for the project. SpaceX and Tesla now have a defined location in Grimes County, while the broader development remains capable of expanding through additional phases. The difference between the latest investment figure and earlier county estimates also illustrates how quickly the financial scope of TeraFab has shifted as the companies have refined their plans. Investors and infrastructure planners will likely focus less on the headline initial figure and more on how quickly capital deployment, construction and equipment procurement translate into usable chip capacity.

The location also comes with a significant economic-development component. Grimes County commissioners approved a 100% property-tax abatement for the project in June, alongside agreements that establish payments and investment commitments tied to the development. County documents describe a multi-phase semiconductor manufacturing and advanced computing fabrication facility, with associated infrastructure that could include power generation and AI facilities. The arrangement gives SpaceX a substantial local incentive while placing TeraFab among the largest industrial developments in the county’s history.

Musk’s Chip Strategy Reaches Into Space

The connection between TeraFab and SpaceX’s orbital-compute ambitions makes the project unusual even within the semiconductor industry. SpaceX is developing Starmind as an AI satellite constellation, with the company positioning orbital infrastructure as another destination for high-performance computing. Nvidia’s involvement in the Starmind compute architecture suggests that SpaceX will continue using external silicon even as TeraFab develops its own manufacturing pipeline. 

TeraFab began as Musk’s answer to a projected chip shortage, but it has evolved into something broader: a physical backbone for a portfolio of AI-intensive businesses. The initial $16.8 billion commitment gives the project a concrete financial starting point, while the potential $119 billion buildout shows how large the ambition could become. For Compute Forecast, the important signal is not the headline size alone, but the attempt to treat semiconductor capacity as strategic infrastructure on the same level as data centers, power systems and launch platforms. If SpaceX and Tesla can execute the plan, TeraFab could make chip manufacturing another vertically integrated layer of Musk’s expanding compute empire.
