G42 and Vietnam are formalizing an AI infrastructure strategy through a new framework agreement designed to expand sovereign cloud and computing capacity across the country. The agreement brings together Abu Dhabi–based G42 and a Vietnamese consortium led by FPT Corporation and Viet Thai Group to deploy large-scale AI and cloud infrastructure while strengthening data sovereignty and digital resilience.

The Framework Cooperation Agreement was signed in Ho Chi Minh City. Under its terms, a legal, financial, and regulatory structure will be established to support nationwide deployment. In addition, consumption commitments of up to $1 billion have been outlined, signaling long-term investment in Vietnam’s digital transformation.

Building Sovereign AI Capacity

The partnership is intended to help Vietnam accelerate its ambition to become an AI-native society and a regional technology hub in Southeast Asia. At the same time, national data sovereignty requirements will be preserved as infrastructure is rolled out.

Significant cloud capacity will be deployed across three data center locations in Vietnam. High-performance AI and cloud services are expected to be delivered to both government agencies and private enterprises. Public cloud adoption frameworks will also be advanced, subject to regulatory approvals.

Officials noted that Vietnam’s regulatory reforms have enabled hyperscale data center development. As a result, the country has positioned itself as an emerging destination for AI infrastructure investment in the region.

Complementary Capabilities

Each partner contributes distinct expertise to the initiative. FPT Corporation, Vietnam’s largest IT services company with operations in more than 30 countries, will provide technical leadership and local execution capabilities. Viet Thai Group brings cross-sector experience across retail, logistics, and consumer services. Meanwhile, G42 contributes advanced AI infrastructure and global deployment experience.

Ali Al Amine, Chief Commercial Officer of G42 International, said the agreement reflects a new model for national AI transformation built on partnership and sovereignty. He added that infrastructure must be deployed in a way that respects digital independence.

Dr. Truong Gia Binh, Chairman of FPT Corporation, emphasized the importance of trusted alliances in areas such as semiconductors, AI, and cybersecurity. He said commitments must now move into implementation.

David Thai, Chairman and CEO of Viet Thai Group, stated that the initiative strengthens Vietnam’s position in AI-driven economic development. According to Thai, the infrastructure foundation will support innovation across multiple sectors.

Workforce and Economic Impact

Beyond physical infrastructure, national AI skilling and workforce development programs are planned. Training initiatives are expected to support adoption across government, industry, and academia. As deployment progresses, job creation and ecosystem growth are anticipated.

Following the signing, execution will move into the next phase. Workload distribution between public and private sectors will be finalized. Regulatory approvals will be secured. Site development for data center infrastructure will begin.

If fully implemented, the AI infrastructure strategy is expected to deepen Vietnam’s role as a strategic technology hub in Southeast Asia, while reinforcing sovereign control over data and digital systems.
