Google is committing more than $15 billion to digital infrastructure and energy capacity in Finland through 2029, making the Nordic country a significant pillar of its European artificial-intelligence expansion. The investment combines data-center construction with nuclear power, onshore wind generation, grid-scale battery storage and broader efforts to strengthen the local electricity system. The strategy reflects a growing reality for hyperscalers: AI infrastructure requires not only chips and servers, but also dependable low-carbon electricity available at increasingly large volumes. Google has operated in Finland for more than 15 years, and its latest spending plan deepens that presence while tying future computing growth more closely to the country’s energy system.
The move comes as Google faces a difficult sustainability equation created by the rapid expansion of AI computing. Google has set a 2030 net-zero target and wants all of its operations and data centers to run on 24/7 carbon-free energy by the same year. Yet the company has reported higher emissions for three consecutive years, with its latest sustainability report attributing an 18% increase in carbon emissions last year partly to its artificial-intelligence buildout. Google’s 2025 carbon footprint stood 81% above its 2019 baseline, underscoring the scale of the challenge facing the company as it expands computing capacity.
Nuclear deal gives Google a longer-term power option
A central component of the Finland strategy is a power-purchase agreement with Fortum covering electricity from the Loviisa nuclear power plant. The agreement will initially provide Google with a smaller share of the plant’s output before allowing the company to purchase as much as 50% of its capacity between 2030 and 2049. Fortum said the arrangement provides “the revenue certainty” required to support investments that could extend the plant’s operating life through 2050.
Loviisa already has a planned 38-megawatt capacity increase expected to come online in 2028, while the Google agreement will support another 100 MW of additional capacity, according to Fortum. Google and Fortum also signed a memorandum of understanding covering potential development of “new nuclear, renewable energy and flexibility capacity solutions” for the company’s regional infrastructure. The agreement marks Google’s first nuclear power deal in Europe, expanding a nuclear strategy that the company has already been pursuing across the U.S. market.
“This investment underscores Google’s commitment to grow our presence responsibly, pairing the expansion of our technical infrastructure with new energy capacity, grid enhancements and energy affordability initiatives,” Ruth Porat, who serves as Alphabet and Google’s president and chief investment officer, said in the company’s release.
Wind and batteries broaden Finland energy strategy
Google is also adding renewable generation through onshore wind power-purchase agreements with France-based energy producer Valorem. Valorem disclosed that it signed a 10-year PPA with Google in 2024, giving the technology company access to electricity from its 148.5 MW onshore wind farm, which has operated since August 2025. The arrangement gives Google another source of renewable electricity as it scales computing demand, reducing reliance on a single generation technology.
Additionally, Google has contracted a 94 MW battery system that will connect to Finland’s electricity grid near one of its data centers once operational in late 2027. The battery adds flexibility to the broader energy portfolio and can help manage fluctuations between electricity supply and demand as renewable generation grows. Together, the nuclear, wind and storage agreements show Google approaching energy procurement as a core component of its infrastructure strategy rather than a separate sustainability initiative.
Investment extends beyond computing capacity
Google’s Finland spending will include data-center construction designed to support cloud services and AI workloads, while about $36 million, or €31 million, will go toward community initiatives over four years. That package includes $11.64 million, or €10 million, for research and innovation, alongside programs intended to strengthen the country’s technology workforce. Google plans to support AI education programs, train 4,400 workers in AI skills through its AI Opportunity Fund and prepare up to 100 students for data-center careers.
The Finland commitment also fits into a broader nuclear push by Google in the United States. The company is working with Kairos Power and the Tennessee Valley Authority to bring an advanced nuclear reactor to Tennessee by 2030, while a separate agreement with NextEra is supporting efforts to restart an Iowa nuclear facility. That Iowa project received a $1.9 billion Department of Energy loan on Tuesday, adding government-backed financing to Google’s growing effort to secure power for future AI infrastructure.
