Oracle’s $7B Tencent Deal Collapses Under US Pressure

The collapse of Oracle’s proposed $7 billion agreement with Tencent exposes a growing fault line in the global artificial intelligence

Oracle-Nvidia

The collapse of Oracle’s proposed $7 billion agreement with Tencent exposes a growing fault line in the global artificial intelligence infrastructure market: access to computing power now carries geopolitical consequences beyond conventional trade restrictions. The five-year arrangement would have allowed Tencent to lease as many as 100,000 advanced AI chips through Oracle-operated data centers across Southeast Asia, giving the Chinese technology group access to processors it cannot readily obtain for domestic deployment under US export controls. However, the agreement never reached its intended execution, with US officials reportedly approaching Oracle to raise concerns about the arrangement, according to the Financial Times. The cancellation also followed visits by senior officials from China’s Guangdong province, where Tencent is headquartered, who reportedly encouraged the company to support the country’s domestic semiconductor industry. Oracle, Tencent and the White House did not respond to Reuters’ requests for comment on the reported development.

Building an AI Startup Without Owning GPUs

Not owning GPUs has become the default, deliberate strategy for building an AI company — not a compromise founders accept reluctantly. H100 rental rates fell 64-75% in fifteen months, a dense ecosystem of neoclouds and inference-as-a-service providers now lets startups skip infrastructure entirely, and credit programs can fund a company’s first year before a founder writes a check
