At face value, the rhetoric is compelling: nearly 150 organizations aligning around shared protocols and tooling signals an industry eager to avoid fragmentation and unlock interoperable innovation. But beneath the surface lies a more nuanced, and more strategic, reality.
The narrative of openness in tech has long been associated with decentralization, transparency, and a leveling of competitive advantage. Yet in complex ecosystems like agentic artificial intelligence, “open source” can be less a guarantee of democratic participation and more a competitive gambit where influence shifts upstream, into the very standards that will define future infrastructure.
From Model Output to Autonomous Action
To understand the stakes, one must recognize what agentic AI actually is. Beyond the generative models that respond to prompts, agentic systems are autonomous: they perceive context, make decisions, and take actions across environments. They are built to operate with minimal human direction, orchestrating tasks from start to finish and often interacting with external systems to do so.
This shift from passive model generation to autonomous agency fundamentally changes AI’s role in enterprise and consumer systems. It places AI at the center of operational flows, where decisions have real effects. This isn’t just about giving developers new tools; it’s about rewiring the architecture of software and business processes. Agentic systems don’t just generate text; they act. They need protocols for identity, coordination, action, error handling, and security. The rules governing these components are consequential.
And those rules are being written now.
Open is Not the Same as Decentralized
Open source has become synonymous with freedom in tech. But it doesn’t inherently guarantee decentralization of influence.
At its core, open source simply means that source code and specifications are publicly accessible. It does not prevent large players from shaping the direction of that code or those specifications. When major corporations- including cloud providers, hyperscalers, and established enterprise vendors, participate in standards bodies, they do so with strategic incentives. Open governance bodies often tout neutrality and inclusivity, but neutrality is always an aspiration, not an automatic outcome. Founders and early contributors frequently have outsized sway over project direction, reference implementations, and adoption pathways. In the case of the AAIF, foundational contributions from industry leaders like OpenAI, Anthropic, and Block, as well as backing from hyperscalers and infrastructure providers, anchor substantial weight in shaping future standards.
The Strategic Value of “Open”
Why would dominant players invest in an open standards foundation? Because open standards accelerate adoption. They reduce integration costs, broaden ecosystems, and expand network effects. For developers and enterprises, interoperable protocols are attractive- they reduce vendor lock-in and promote portability. But this very reduction of friction can also strengthen the position of large platforms that serve as aggregation points for interoperable ecosystems.
Open standards often become the de facto defaults across platforms. Once widely deployed, they establish compatibility baselines that everyone else must follow. Early influence in these standards, therefore, can shape who benefits most from interoperability.
This is where the “illusion” begins: openness in code and specification is not the same as distributed power. Open foundations can codify protocols that appear accessible, but the underlying governance, roadmap influence, and contribution dynamics can still cluster control around well-resourced participants.
Protocols as the New Infrastructure
The formation of the AAIF, with projects like the Model Context Protocol (MCP), Block’s Goose framework, and OpenAI’s AGENTS.md: signals that core elements of agentic infrastructure are being formalized in open settings. MCP, for example, provides a standard way for agents to connect to tools, data, and external services, a foundational capability if agents are to function robustly in real environments.
But once a protocol becomes the standard, it shapes everything downstream: how tools are built, how agents authenticate, how they share context, and how they collaborate. Each of these layers involves choices that carry economic and architectural consequences. Standards become gravitational centers; they influence innovation paths, product roadmaps, and even which companies innovators choose to partner with.
Open standards are necessary to prevent chaos and fragmentation in agentic ecosystems. Without them, every vendor might create incompatible agent frameworks, leaving enterprises with costly lock-in problems. But openness doesn’t inherently dismantle power structures, it reorganizes them.
Governance Complexity and Blind Spots
Agentic AI introduces governance challenges that go beyond what model governance frameworks have traditionally addressed. For generative models, concerns center around content safety, bias, and transparency. For agentic systems, the concerns extend into behavioral governance: Who defines acceptable agent actions? How are safety boundaries enforced? Who resolves conflicts when interoperable agents execute inconsistent behaviors? How are permissions and identity authorized across systems?
Standards bodies can define protocols and interfaces, but they cannot fully govern outcomes. Protocols determine how systems can interoperate, but they do not eliminate risk or enforce ethical behavior. Governance requires accountability mechanisms, compliance frameworks, and often regulatory oversight, areas where open foundations lack authority.
And as agentic systems become integrated into critical workflows, from enterprise automation to consumer transactions, governance gaps can have systemic implications. The decisions made during standardization can affect everything from security models to liability allocation.
The Risk of Embedded Assumptions
Another subtle consequence of open standards is the embedding of architectural assumptions into defaults. What works well in a cloud-native, microservices-oriented ecosystem may look different in edge environments or in systems focused on privacy-enhanced workflows. When protocols encode specific models of identity, communication, or orchestration, they can unintentionally privilege certain deployment topologies over others.
These embedded assumptions become difficult to undo once adoption reaches a tipping point. The power of defaults is real: developers and organizations often build around standards they perceive as stable, even if alternative models might better serve different use cases.
A Call for Intentional Transparency
This is not an argument against open standards. Quite the opposite: open standards are foundational to a healthy, interoperable technology ecosystem. They prevent the splintering that plagued earlier eras of software, where proprietary formats and walled gardens slowed innovation and locked out competition.
But if openness is to mean more than a facade, it must be accompanied by intentional governance practices:

- Mechanisms to revisit and revise foundational assumptions as technology and use cases evolve
Open foundations must avoid becoming echo chambers for elite players. They must be actively inclusive of smaller contributors, academics, standards bodies, and civil society voices.
The Illusion and the Imperative
The expansion of the Agentic AI Foundation is a milestone in the maturation of autonomous AI systems. It reflects industry acknowledgment that agentic AI is transitioning from experiment to infrastructure and that shared standards are vital for interoperability and adoption.
But openness, by itself, is not enough. Open source can mask power dynamics if organizations assume that accessibility automatically translates to decentralization or equitable influence. In agentic AI, the protocols being defined today will shape the landscape for decades. What seems like collaboration can also be strategic positioning.
The real opportunity of open standards lies in how governance is practiced: with transparency, with checks on dominance, and with a genuine commitment to broad participation. In agentic AI, we must ensure that this redistribution aligns with the broader public interest, not just the strategic interests of the powerful.
