Türkiye Google Cloud hyperscale partnership marks regional infrastructure expansion

The Türkiye Google Cloud hyperscale partnership represents one of the largest technology investments in the country’s history, backed by a combined $3 billion commitment from Google Cloud and Turkcell. President Recep Tayyip Erdoğan announced the initiative at the 2025 TÜBİTAK and Academy of Sciences awards ceremony in Ankara, positioning Türkiye as a regional digital bridge between Europe, Asia, and the Middle East.

The project includes a $2 billion investment from Google Cloud and $1 billion from Turkcell. Operations are scheduled to begin between 2028 and 2029. The cloud region will become Türkiye’s first hyperscale deployment and part of Google Cloud’s network of 42 global regions.

Hyperscale data center buildout and national data control

The partnership builds on a memorandum of understanding signed in November 2024 to develop large-scale data center infrastructure. The region will include multiple facilities designed to support advanced computing, high-performance storage, network resilience, and cybersecurity services.

The infrastructure will retain Turkish data within national borders. This structure supports compliance with data-residency requirements and enables local organizations to access cloud services without relying on offshore regions. Turkcell has projected that the cloud region will generate more than $5 billion in annual economic value once fully operational.

Turkcell CEO Ali Taha Koç said in November, “This strategic partnership is more than a technology investment, it is a milestone for Türkiye’s digital future.”

Cloud services integration and global connectivity

Services delivered through the hyperscale will include artificial intelligence capabilities, data storage, and cybersecurity offerings deployed directly from within the country. Google Cloud plans to integrate the region into its global backbone to support international workloads and cross-border connectivity.

Google Cloud CEO Thomas Kurian said the region will bring “all of our cloud-computing services to Türkiye and connect it to our global network.”

Alignment with Türkiye’s digital transformation strategy

The hyperscale project aligns with Türkiye’s National Technology Initiative and its “Digital Türkiye” strategy. In his remarks, Erdoğan cited progress in artificial intelligence, autonomous systems, and unmanned technologies. He also said Türkiye reduced foreign dependency in defense technology from 80 percent.

Vice President Cevdet Yılmaz previously described the Türkiye Google Cloud hyperscale partnership as a critical step toward strengthening digital sovereignty and regional positioning.

Türkiye currently operates about 160 megawatts of data center capacity. Government projections place future capacity above 210 megawatts as new developments move forward.

By anchoring a hyperscale cloud region within its borders, Türkiye positions itself as a regional compute hub rather than a transit market. The project reflects how national digital strategies increasingly intersect with global cloud platforms to shape long-term infrastructure outcomes
