Eurofiber to Host Netherlands’ First Large-Scale AI Facility

SURF has selected Eurofiber to host a new large-scale AI facility in Groningen, marking a major step in the Netherlands’ effort to build domestic artificial intelligence infrastructure. The facility will give researchers, educational institutions, government agencies and companies access to high-performance AI computing capacity. It will combine computational scale with tighter controls on water consumption, waste heat and electricity demand. Eurofiber says the project will rank among the Netherlands’ most sustainable data center facilities, with the company directing residual heat toward roughly 2,000 homes in Groningen.

Groningen AI Facility Targets Europe’s Compute Gap

The project will join a broader European AI infrastructure network that uses the supercomputing resources of EuroHPC JU. Its role goes beyond adding another pool of computing capacity, as organizations will combine high-performance computing, trusted data sources and specialist expertise to develop advanced generative AI applications. Those capabilities can support work across healthcare, energy transition, mobility, security and education, creating infrastructure for both research and commercial development. The project also reflects a growing European push to keep strategically important AI workloads closer to home while maintaining greater control over data and infrastructure.

Eurofiber and SURF are positioning the facility within that sovereignty agenda, while the infrastructure follows European expectations for transparency, collaboration, security and data control. The approach could give Dutch organizations an alternative to relying entirely on AI infrastructure that companies outside the region operate. That distinction matters as governments and institutions increasingly treat computing capacity as a strategic infrastructure layer rather than simply another cloud service. The Groningen project therefore links physical infrastructure decisions with a broader European effort to develop AI capabilities on infrastructure that the region can govern.

Water-Free Cooling Shapes Data Center Design

Eurofiber incorporated sustainability into the project from its earliest design stages, particularly around the intense thermal requirements of AI processors. Its design supports direct cooling for AI chips without using drinking water or surface water, addressing one of the infrastructure challenges that increasingly power-dense computing environments create. The facility will also capture virtually all of the heat its computing equipment generates and route that heat through the WarmteStad heat network in Groningen. Eurofiber expects the system to provide heat for approximately 2,000 homes while cutting CO2 emissions by about 85%.

The cooling strategy also reduces the electricity overhead associated with operating the facility. Eurofiber says these measures will produce a Power Usage Effectiveness figure significantly below conventional data center levels, although actual operating performance will ultimately depend on how the facility runs at scale. The design also treats electricity availability as an infrastructure constraint rather than an afterthought. Meanwhile, Eurofiber worked with the regional grid operator to limit additional pressure on the local power system and address existing grid congestion.

Batteries Add Flexibility to Grid Strategy

For SURF, the facility represents more than an expansion of computing capacity for Dutch research and education. It creates an infrastructure platform where AI development, high-performance computing and European data governance can operate within the same physical environment. The combination of direct processor cooling, heat reuse, energy storage and grid-aware design also reflects a broader shift in how companies plan large AI facilities. As AI workloads continue to increase power and cooling requirements, projects such as Groningen show how the next generation of computing infrastructure will increasingly depend on its relationship with the energy and heat systems around it.
