The global data center market is entering a more consequential phase as artificial intelligence turns compute capacity into a strategic infrastructure asset. Developers are committing billions of dollars to new campuses, power contracts, and land positions while governments rethink how much strain large digital facilities can place on electricity networks. AirTrunk, Microsoft, Amazon, Google, SoftBank and other major operators are now advancing projects that collectively point to a much larger buildout across India, North America, Europe and the Middle East. The scale of these commitments also signals a shift from conventional cloud expansion toward infrastructure designed around sustained AI workloads.

AirTrunk Puts India at the Center of Its Expansion

AirTrunk, backed by Blackstone, plans to invest $21 billion in Maharashtra for a data center development targeting 3 gigawatts of capacity. The proposed project places India among the most important destinations for hyperscale infrastructure capital as AI workloads push operators toward larger power footprints and higher-density compute environments. The investment also reflects how developers increasingly view access to electricity, land and connectivity as a combined strategic advantage rather than separate infrastructure considerations. For India, the project adds another major commitment to a market already attracting aggressive cloud, AI and digital infrastructure spending.

Meta has also secured its first AI-enabled data center in India through a lease from Reliance Industries, expanding the country’s role in the company’s infrastructure strategy. The company has partnered with CleanMax and Fourth Partner Energy on renewable energy projects that could support nearly 1 GW of capacity in India. That combination brings data center demand and renewable generation into the same investment conversation, particularly as large technology companies face growing pressure to secure reliable and lower-carbon power for expanding compute operations. India is therefore emerging not only as a location for servers, but also as a market where AI infrastructure, power procurement and renewable development increasingly intersect.

Europe Builds Around AI-Ready Capacity

Europe and the Middle East are attracting a fresh wave of capital as developers seek new locations for AI infrastructure. Pure DC has secured $2.7 billion in financing to accelerate AI infrastructure growth across both regions, including a $2.15 billion data center facility in Dublin. SoftBank Group is pursuing an even larger ambition in northern France with plans for a 5 GW AI data center that could require as much as €75 billion, or roughly $85 billion, in investment. These projects illustrate how AI infrastructure is pushing operators toward unprecedented combinations of power capacity, financing and long-term development commitments.

The European pipeline also faces practical constraints around permitting and execution. Data center developer Era4 is reportedly encountering delays for its multibillion-pound facility in Wales because of permitting issues, showing that access to power alone does not guarantee construction progress. Google has launched a new data center in Horndal, Sweden, expanding its European infrastructure footprint as demand for regional compute continues to rise. AtNorth is also moving into Norway with a planned mega data center in Haugaland that targets 350 MW at full capacity.

Hscale is expanding its Italian presence through a €2 billion, or approximately $2.3 billion, investment that includes the acquisition of a second Milan campus. The deal would bring the company’s combined capacity in the market to 250 MW. The expansion reflects a broader European trend toward assembling multi-campus platforms rather than treating individual data centers as isolated developments. For operators, that approach can create greater flexibility around power procurement, customer deployments and future AI capacity additions.

The Data Center Race Is Becoming a Power Race

Taken together, these developments reveal a market moving beyond the traditional question of where companies can build data centers. Developers now need a workable combination of electricity, transmission access, land, financing, permitting and long-term customer demand before a hyperscale project can reach full scale. The largest commitments are increasingly measured in gigawatts and tens of billions of dollars, while regulators and communities are simultaneously examining how those projects affect power systems and public finances. That tension will shape the next stage of the global infrastructure buildout.

India data centers are becoming a particularly important part of that global equation as international technology companies and infrastructure investors commit capital to the country’s growing compute economy. AirTrunk’s planned $21 billion Maharashtra investment and Meta’s AI infrastructure expansion with Reliance Industries and renewable energy partners show how quickly the market is evolving. Across the US, Europe and the Middle East, projects from Microsoft, Google, Amazon, SoftBank, Digital Realty, Pure DC and other operators point toward an infrastructure cycle that will require far more than server capacity alone. The next generation of AI infrastructure will ultimately depend on who can secure power, capital and regulatory alignment at the scale that advanced compute now demands.

Building an AI Startup Without Owning GPUs

Not owning GPUs has become the default, deliberate strategy for building an AI company — not a compromise founders accept reluctantly. H100 rental rates fell 64-75% in fifteen months, a dense ecosystem of neoclouds and inference-as-a-service providers now lets startups skip infrastructure entirely, and credit programs can fund a company’s first year before a founder writes a check
