Government and Industry Unite to Build an Integrated AI Infrastructure Ecosystem
South Korea is moving beyond individual artificial intelligence investments and adopting a coordinated national strategy for AI infrastructure. The Ministry of Science and ICT (MSIT) has launched a new public-private alliance that will oversee the development of 18.4 gigawatts of AI data center capacity, bringing together government agencies, cloud providers, telecom operators, semiconductor companies, and infrastructure specialists under a single framework. The initiative marks one of the country’s most ambitious AI infrastructure programs to date. Rather than focusing solely on data center construction, the alliance will coordinate technology development, industrial policy, financing, workforce planning, and international expansion. The move reflects a broader shift as governments increasingly view AI infrastructure as a strategic national asset rather than a collection of independent commercial projects.
Alliance Brings Korea’s AI Ecosystem Under One Strategy
The newly established AI Data Center Alliance forms part of South Korea’s broader “three megaprojects” initiative announced earlier this year. It also supports the government’s plan to designate AI data centers as a national strategic industry, elevating digital infrastructure alongside other critical sectors. The alliance will operate through joint leadership shared between the government and private industry. Jung Jai-hun, Chief Executive of SK Telecom and head of the Korea Information & Communication Promotion Association, will serve as the first private-sector co-chair. Membership includes many of South Korea’s largest technology companies, including Naver Cloud, Samsung SDS, SK Telecom, NHN Cloud, LG Electronics, LG Uplus, KT, Kakao, LS Electric, and FuriosaAI. Together, these organizations represent nearly every major segment of the country’s AI infrastructure value chain, from cloud computing and networking to cooling systems, power infrastructure, and semiconductor technologies. By bringing those capabilities into one coordinated platform, policymakers aim to accelerate infrastructure deployment while strengthening domestic technology development.
Three Working Groups Target Infrastructure Bottlenecks
The alliance has been divided into three specialised working groups designed to address different parts of the AI infrastructure ecosystem. The Demand Division, led by Naver Cloud, will focus on validating and commercialising Korean AI cloud technologies while creating large-scale test environments that help domestic companies establish international references for future export opportunities. Meanwhile, LG Electronics will lead the Supply Division, concentrating on localisation of critical AI data center technologies. Its responsibilities include advancing IT equipment, electrical infrastructure, cooling technologies, interoperability, and technical standardisation across AI facilities. The Foundation Division, led by Kakao, will examine broader structural challenges that influence AI infrastructure deployment. These include permitting, electricity availability, workforce development, site selection, and regulatory policy—areas increasingly recognised as major constraints for hyperscale AI expansion worldwide. Together, the three divisions create a framework that extends beyond engineering by addressing both technical and policy challenges simultaneously.
Export Strategy Expands Beyond Domestic Infrastructure
South Korea also intends to use the alliance as a platform for international expansion. A dedicated export task force will help Korean companies form integrated consortia capable of delivering complete AI infrastructure projects overseas. Rather than exporting individual products, participating companies will pursue package offerings covering design, construction, equipment supply, operations, and long-term infrastructure management. The government has identified markets including the United Arab Emirates as potential destinations for future AI training and inference infrastructure projects. This approach reflects a growing global trend in which AI infrastructure increasingly becomes an export industry rather than simply a domestic investment program.
Financing Becomes Part of National AI Infrastructure Policy
Large-scale AI infrastructure requires equally large capital commitments. Recognising that challenge, multiple government agencies are aligning financial support with industrial development. The Financial Services Commission is reviewing financing mechanisms through the Public Growth Fund to support future AI data center investment. At the same time, the Ministry of Trade, Industry and Energy plans to accelerate research, testing, and commercialisation across critical infrastructure technologies, including advanced materials, electrical systems, cooling equipment, and other components required for next-generation AI facilities. More than 400 representatives from government, industry, academia, and research institutions attended the alliance’s launch ceremony in Seoul, highlighting the national importance attached to the initiative.
South Korea Positions AI Infrastructure as Industrial Policy
The launch illustrates how AI infrastructure policy is evolving beyond cloud computing and semiconductor manufacturing. Countries increasingly recognise that leadership in artificial intelligence depends on controlling every layer of the infrastructure stack—from compute and networking to power systems, cooling technologies, financing, regulation, and workforce development. South Korea’s strategy reflects that reality by coordinating public policy with private-sector investment instead of allowing infrastructure expansion to develop independently. Rather than treating AI data centers as standalone construction projects, the government is building an integrated industrial ecosystem capable of supporting domestic innovation while strengthening the country’s position in global AI infrastructure markets.
The Bigger Picture
The Korea AI Alliance signals a broader transformation taking place across the global AI economy. Governments are moving beyond incentives for individual facilities and adopting comprehensive strategies that combine infrastructure, technology, finance, and industrial policy under one coordinated framework. For the wider digital infrastructure industry, South Korea’s approach demonstrates that the next phase of AI competition will extend well beyond GPUs and computing power. Success will increasingly depend on how effectively nations coordinate the entire AI infrastructure value chain—from energy and cooling to cloud platforms, semiconductor technologies, financing, and international deployment. As hyperscale AI investment accelerates worldwide, integrated national infrastructure strategies may become as important as technological innovation itself.
